Streamers Still Get Paid in Full
This is the question that comes up every year, so to be unambiguous: no, you do not earn less. Twitch says it covers the difference, meaning a discounted sub pays a creator the same as a full-priced one. The promo is Twitch buying growth with its own margin — which is also why the exclusion list below is as tight as it is.

The practical read for viewers: if you are already subscribed and paying monthly, SUBtember does nothing for you on its own. Where it does pay off is converting a Prime or gift sub into a paid one, or moving from monthly billing onto the 6-month plan while it is 30% off. Cancelling an active sub to re-buy it at the discount does not work — Twitch explicitly excludes that.
