TikTok Promote vs Ads Manager: Which One Do You Actually Need?

By Sofia Vance··7 min read

Promote is the button inside the TikTok app that turns a post into an ad in four taps. Ads Manager is the platform advertisers use from a desktop. The short rule: if the result you want happens on TikTok — views, followers, LIVE viewers — Promote is enough. If it happens on your website or in your app, you need Ads Manager, because only it can track and optimise for that.

What TikTok does not document for Promote. No minimum or maximum budget, no maximum duration, and no fixed list of goals — the help page says "choose a promotion goal" and that options depend on account, country and goal. Figures like "from $3 a day" that circulate are what someone saw in their app, not a published rule.

When Promote is enough

  • You want more views, followers or profile visits on a post that is already doing well, and the result you need is on-platform.
  • You are a creator or small account with no landing page to track and no Pixel to install.
  • You are promoting a LIVE while it is running — Promote reaches it from the Share button, Ads Manager does not.
  • You want to spend a fixed amount once, from your phone, in local currency or Coins, and read the result in the same app.

Two things to know before paying. TikTok says promotion-pack results are estimates based on past performance and are not guaranteed. And once an order is running you cannot delete the post until the promotion ends — end the promotion first, and the unspent budget returns to your Promote balance for later orders, though any coupon used on it is gone.

When you need Ads Manager

  • The result lives off TikTok: a purchase, a sign-up, a lead form, an app install. Those need the Pixel or Events API and an optimisation goal, which only Ads Manager has.
  • You need audience control beyond a suggested default — a specific location, an uploaded customer list, a lookalike, or excluding people who already converted.
  • You need more than one creative tested against each other, with budget split across ad groups and Campaign Budget Optimization.
  • You need invoices for a business, Spark Ads from another creator's account, or a creative that is not already a public post.

The price of that control is the floor: TikTok's minimums are above $50 a day per campaign and above $20 a day per ad group, and a conversion campaign needs about 25 results or 7 days before its numbers settle. What a click and a thousand impressions actually cost once you are in is in our TikTok ads cost guide. If the post you would have boosted is good, the Ads Manager equivalent of Promote is a Spark Ad: same organic post, same engagement staying on it, but with objectives, targeting and the Pixel attached.

The integration: one balance, two surfaces

TikTok now links Promote to Ads Manager rather than keeping them as separate products. The eligibility conditions are strict and all three must hold: a Promote balance of zero, no unfinished, unpaid or refund-pending orders, and a TikTok account linked to a TikTok for Business account. Eligible users get an in-app prompt, or can start from Mine → Get more with Ads Manager.

After integration, Promote orders show in Ads Manager with budget, period and performance; funds topped up in Ads Manager can be spent on Promote; and Promote picks up conversion objectives, ad-group budgets, deeper targeting and Pixel-tracked website conversions. The one-way street is reporting: Ads Manager campaigns do not appear inside the in-app Promote screen. Billing details submitted during integration are the ones Ads Manager will use for top-ups, withdrawals and invoices, and from the moment you submit them you cannot place Promote orders until integration completes — usually a few minutes.

Linking requires the Business side to exist first. Our TikTok Business account guide covers creating it, the difference from a creator account, and the ad credit that comes with a new advertiser account.

Frequently Asked Questions

What is the difference between TikTok Promote and TikTok Ads?

Promote is a lightweight advertising tool inside the TikTok app: you pick a public post or LIVE, a goal, a promotion pack or custom budget and duration, pay, and the post runs as an ad. Ads Manager is TikTok for Business's full platform: campaign, ad group and ad structure, objectives from reach to sales, Pixel-based conversion tracking, detailed targeting, bidding methods and full reporting. TikTok describes Promote as a full-funnel, lightweight tool and Ads Manager as the full ad suite.

Is TikTok Promote worth it?

For on-platform goals — views, followers, profile visits on a post that already works — yes, it is the cheapest way to add reach without setting anything up. For anything measured off TikTok it is the wrong tool: TikTok's Promote help page says results in promotion packs are estimates and not guaranteed, and Promote tracks website clicks but has no Pixel, so you cannot optimise for a purchase or know which order produced one.

How much does TikTok Promote cost?

TikTok does not publish a minimum or maximum. The help page says the total depends on the duration and budget you set and may change with market demand, that promotion packs come with a suggested budget, and that a custom promotion lets you set your own. Paying with Coins, Apple Pay or Google Pay adds a store service fee of typically around 30% plus local taxes, which Ads Manager card payments do not carry.

Can TikTok Promote target a specific audience?

Yes, within limits. A custom promotion lets you choose your own audience or keep the default Promote suggests; interest options include categories such as apps, beauty, games, sports, travel and financial services, and the exact set varies by region. Cross-country targeting is rolled out gradually and depends on your account, country and goal. Ads Manager adds behaviour, custom and lookalike audiences on top.

Can I use both Promote and Ads Manager?

Yes, and TikTok now links them. Integration requires a zero Promote balance, no unfinished, unpaid or refunding orders, and a TikTok account linked to a TikTok for Business account. After it, Promote orders appear in Ads Manager with budget, period and performance, funds topped up in Ads Manager can be spent on Promote, and Promote gains access to conversion objectives. Campaigns created in Ads Manager do not show inside the in-app Promote screen.

Does Promote work for a LIVE?

Yes. TikTok's help page lists promoting a LIVE from the Add post flow or from the Share button during the LIVE, and promoting someone else's LIVE via Share where available. Driving LIVE viewers is one of the benefits TikTok names for Ads Manager users who integrate Promote.

Why does Promote ask me to change the sound?

Because Promote only runs content with original sound or sounds cleared for commercial use. A trending track from the general library will block the order until you swap it for your own audio or a Commercial Music Library track.
